Keynote Speaker I
Distinguished Prof. Sos Agaian, City University of New York, USA (IEEE Fellow)
Sos S. Agaian, PhD in Mathematics, Dr, Engineering Science, and is a Distinguished Professor of Computer Science at College of Staten Island and the Graduate Center, City University of New York (CUNY). Prior to joining CUNY, Dr. Agaian was the Peter T. Flawn Professor of Electrical and Computer Engineering at the University of Texas at San Antonio; Graduate School of Biomedical Sciences UTHSCSA at San Antonio; Professor, UT System Cyber and Cloud Security Initiative, and Director of Multimedia and Mobile Signal Processing Laboratory. He has been a visiting faculty at the Tufts University, the Tampere Institute of Technology, and the Leading Scientist at the AWARE, Inc. at Bedford, MA. Dr. Agaian received his M.S. in Mathematics and Mechanics (summa cum laude) from the Yerevan State University, Armenia; his Ph.D. in Mathematics and Physics from the Steklov Institute of Mathematics, Russian Academy of Sciences (RAS); and his Doctor of Engineering Sciences degree from the Institute of Control Systems, RAS.
Dr. Agaian’s interdisciplinary research has evolved from industrial mathematics to computer science; and from applied signal/image processing to data analytics and neurocomputing. Dr. Agaian’s research interests are in Big and Small Data Analytics, Computational Vision and Sensing, Machine Learning and Urban Computing, Multimodal Biometric and Digital Forensics, Information Processing and Fusion, and Fast Algorithms. He has special interests in finding meaning in visual content-examine images for faces, text, objects, action, sciences, and other contents; and in the development of scientific systems and architectures in the theory and practice of engineering and computer sciences (emphasizing complex digital data processing, information sciences and systems technologies in the military, as well as medical and industrial information processing centers). Dr. Agaian has developed applications in Healthcare, Biomedical Data Mining, Object Recognition, Signal Processing, Computer-Aided Food Quality Inspection, 3D Imaging Visible and Thermal Sensors, Computational Photography, Multimedia Security, Needs-Driven Medical and Biomedical Technology, Finance, and Other Related Areas.
Keynote Speaker II
Chair Prof. Chin-Chen Chang, Feng Chia University,Taiwan, China
(IEEE Fellow and CS Fellow, Chair Professor and IET Fellow, AAIA Fellow)
Professor Chang has worked on many different topics in information security, cryptography, multimedia image processing and published several hundreds of papers in international conferences and journals and over 30 books. He was cited over 42,365 times and has an h-factor of 94 according to Google Scholar. Several well-known concepts and algorithms were adopted in textbooks. He also worked with the National Science Council, Ministry of Technology, Ministry of Education, Ministry of Transportation, Ministry of Economic Affairs and other Government agencies on more than 100 projects and holds 23 patents. He served as Honorary Professor, Consulting Professor, Distinguished Professor, Guest Professor at over 50 academic institutions and received Distinguished Alumni Award's from his Alma Master's. He also served as Editor or Chair of several international journals and conferences and had given almost a thousand invited talks at institutions including Chinese Academy of Sciences, Academia Sinica, Tokyo University, Kyoto University, National University of Singapore, Nanyang Technological University, The University of Hong Kong, National Taiwan University and Peking University. Professor Chang has mentored 7 postdoctoral, 66 PhD students and 200 master students, most of whom hold academic positions at major national or international universities. He has been the Editor-in-Chief of Information Education, a magazine that aims at providing educational materials for middle-school teachers in computer science. He is a leader in the field of information security of Taiwan. He founded the Chinese Cryptography and Information Security Association, accelerating information security the application and development and consulting on the government policy. He is also the recipient of several awards, including the Top Citation Award from Pattern Recognition Letters, Outstanding Scholar Award from Journal of Systems and Software, and Ten Outstanding Young Men Award of Taiwan. He was elected as a Fellow of IEEE and lET in 1998, a Fellow of CS in 2020, an AAIA Fellow in 2021.

Prof. Lap-Pui Chau, The Hong Kong Polytechnic University, Hong Kong (IEEE Fellow)
Lap-Pui Chau received a Ph.D. degree from The Hong Kong Polytechnic University in 1997. He was with the School of Electrical and Electronic Engineering, Nanyang Technological University from 1997 to 2022. He is currently a Professor in the Department of Electrical and Electronic Engineering, The Hong Kong Polytechnic University. His current research interests include image and video analytics, intelligent transportation, human motion analysis, and metaverse. He is an IEEE Fellow. He was the chair of Technical Committee on Circuits & Systems for Communications of IEEE Circuits and Systems Society from 2010 to 2012. He was general chairs and program chairs for some international conferences. Besides, he served as associate editors for several IEEE journals and Distinguished Lecturer for IEEE BTS.

Prof. Xiongbiao Luo, Xiamen University, China
Dr. Xiongbiao Luo received the Ph.D. degree in information science from Nagoya University, Japan, in 2011. He was a Postdoctoral Fellow and an Assistant Professor with Nagoya University, a Postdoctoral Fellow with the University ofWestern Ontario, Canada, and a Senior Researcher with the French National Institute of Health and Medical Research, France. He is currently a Full Professor with the Department of Computer Science and Technology, National Institute for Data Science in Health and Medicine, and the Director of the XMU Center for Surgery and Engineering, Xiamen University. He has edited seven books and published more than 150 peer-reviewed articles. His current research interests include artificial intelligence in healthcare, surgical vision, autonomous navigation and robotic, and computational photography. He has been a Program Member (since 2019 and from 2017 to 2021) of the International Congress and Exhibition on Computer Assisted Radiology and Surgery and the International Conference on Medical Image Computing and Computer Assisted Intervention. He is an Associate Editor of IEEE TRANSACTIONS ON MEDICAL ROBOTICS AND BIONICS, IEEE ROBOTICS AND AUTOMATION LETTERS, IEEE International Conference on Robotics and Automation, IEEE/RSJ International Conference on Intelligent Robots and Systems, and Senior Member of IEEE.

Prof. Huiyu Zhou, University of Leicester, UK
Prof. Huiyu Zhou received a Bachelor of Engineering degree in Radio Technology from Huazhong University of Science and Technology of China and a Master of Science degree in Biomedical Engineering from University of Dundee of United Kingdom, respectively. He was awarded a Doctor of Philosophy degree in Computer Vision from Heriot-Watt University, Edinburgh, United Kingdom, supervised by Professors Patrick Green (Psychology) and Andrew Wallace (Computer Engineering). Prof. Zhou heads the AI and Machine Learning Group and leads the Biomedical Image Processing Lab (BIPL) at University of Leicester. He was Director of MSc Programme (2018-2019) and Coordinator of MSc Distance Learning at Informatics (2018-2022), and is PGR Director and Deputy Director of Research Centre for Artificial Intelligence, Data Analytics and Modelling (AIDAM). Prior to this appointment, he worked as Reader (2018-2020) at University of Leicester, and Lecturer (2012-2017) at the School of Electronics, Electrical Engineering and Computer Science, Queen's University Belfast (QUB). He was a visiting scholar of QUB during 2018-2020.
Prof. Zhou has published widely in the field. He was the recipient of "CVIU 2012 Most Cited Paper Award", "MIUA2020 Best Paper Award", "ICPRAM 2016 Best Paper Award in the Area of Applications" and was shortlisted for "ICPRAM 2017 Best Student Paper Award" and "MBEC 2006 Nightingale Prize". He serves as: Editor-in-Chief of Recent Advances in Electrical & Electronic Engineering, Associate Editor/EBM of IEEE Transactions on Human-Machine Systems, IEEE Journal of Biomedical and Health Informatics, Pattern Recognition, PeerJ Computer Science, Security and Safety, Scientific Reports, Machine Intelligence Research, International Journal of Image and Graphics, Intelligent Marine Technology and Systems and IEEE Access, Editorial Board Member and Guest Editor of several refereed journals.

Assoc. Prof. Wang Lipo, Nanyang Technological University, Singapore
Dr. Lipo Wang received the Bachelor degree from National University of Defense Technology (China) and PhD from Louisiana State University (USA). His research interest is artificial intelligence/machine learning with applications to communications, image/video processing, biomedical engineering, and data mining. He has authored 320 papers, of which 110 are in journals. He holds a U.S. patent in neural networks. He has authored 2 monographs and edited 20 books. His work has been cited 7,800 times in Google Scholar. He was/will be keynote speaker for 40 international conferences. He is/was Associate Editor/Editorial Board Member of 30 international journals, including 4 IEEE Transactions, and guest editor for 10 journal special issues. He was a member of the Board of Governors of the International Neural Network Society (2011-2016), IEEE Computational Intelligence Society (CIS) (2010-2015), and the IEEE Biometrics Council. He served as CIS Vice President for Technical Activities and Chair of Emergent Technologies Technical Committee, as well as Chair of Education Committee of the IEEE Engineering in Medicine and Biology Society (EMBS). He was President of the Asia-Pacific Neural Network Assembly (APNNA) and received the APNNA Excellent Service Award. He was founding Chair of both the EMBS Singapore Chapter and CIS Singapore Chapter. He serves/served as chair/committee members of over 200 international conferences.
